Can't find a copy of either of the QC colleges, Hild-Bede's doesn't appear to contain any mention of ballots outside meetings. Ustinov doesn't have elections of this sort.

Hatfield's regulations are a summary given by an alumnus. If anyone from Hatfield wants to provide a copy of the regulations to give a more comprehensive answer, please do.
